Message	contact with that metal nutclip, which has sharp edges and will tend to tear up the paint - could lead to the paint peeling loose and starting up the beginnings of a larger peel around the edges of the lamp port.? IF this is the reason, it sounds like you have a pretty anal (translate: thorough, seasoned) professional doing the job. =) But that's just a guess.
